How many people actually believe that Congress read the collective 1,200 page stimulus package (adding together what the senate/house wrote)? The final bill was much smaller, but probably still went unread at 407 pages. Answer..probably...NONE. I'd doubt Obama has read it.

Some fun parts of the bill that is suppose to be a STIMULUS bill, seems a lot of whats covered has more to do with morals in general changes that actual stimulus:

PERIODIC CENSUSES AND PROGRAMS
For an additional amount for ‘‘Periodic Censuses and Programs’’,
$1,000,000,000.
DIGITAL-TO-ANALOG CONVERTER BOX PROGRAM
For an amount for ‘‘Digital-to-Analog Converter Box Program’’,
$650,000,000, for additional coupons and related activities under
the program implemented under section 3005 of the Digital Television
Transition and Public Safety Act of 2005: Provided, That
of the amounts provided under this heading, $90,000,000 may be
for education and outreach, including grants to organizations for
programs to educate vulnerable populations, including senior citizens,
minority communities, people with disabilities, low-income
individuals, and people living in rural areas, about the transition
and to provide one-on-one assistance to vulnerable populations,
including help with converter box installation:
VIOLENCE AGAINST WOMEN PREVENTION AND PROSECUTION
PROGRAMS
For an additional amount for ‘‘Violence Against Women Prevention
and Prosecution Programs’’, $225,000,000 for grants to combat
violence against women,
SALARIES AND EXPENSES
For an additional amount, not elsewhere specified in this title,
for management and administration and oversight of programs
within the Office on Violence Against Women, the Office of Justice
Programs, and the Community Oriented Policing Services Office,
$10,000,000.
WATER AND RELATED RESOURCES
For an additional amount for ‘‘Water and Related Resources’’,
$1,000,000,000: Provided, That of the amount appropriated under
this heading, not less than $126,000,000 shall be used for water
reclamation and reuse projects
NON-DEFENSE ENVIRONMENTAL CLEANUP
For an additional amount for ‘‘Non-Defense Environmental
Cleanup’’, $483,000,000.

(1) BREACH.—
(A) IN GENERAL.—The term ‘‘breach’’ means the
unauthorized acquisition, access, use, or disclosure of protected
health information which compromises the security
or privacy of such information, except where an unauthorized
person to whom such information is disclosed would
not reasonably have been able to retain such information.
(B) EXCEPTIONS.—The term ‘‘breach’’ does not include—
(i) any unintentional acquisition, access, or use
of protected health information by an employee or individual
acting under the authority of a covered entity
or business associate if—
(I) such acquisition, access, or use was made
in good faith and within the course and scope
of the employment or other professional relationship
of such employee or individual, respectively,
with the covered entity or business associate; and
(II) such information is not further acquired,
accessed, used, or disclosed by any person; or
(ii) any inadvertent disclosure from an individual
who is otherwise authorized to access protected health
information at a facility operated by a covered entity
or business associate to another similarly situated individual
at same facility; and
(iii) any such information received as a result of
such disclosure is not further acquired, accessed, used,
or disclosed without authorization by any person.
