Little tax here, little tax there...
Apparently Congress has not learned its lesson of the losses of having a "gas tax". A gas tax, in theory, is used to maintain the infrastructure of highways in the USA. As anyone can tell, this has not worked. And in recent months revenues have plummeted because drivers are driving less. So the very thing they beg you to do to help the environment and apparently the world, they complain doesn't make enough money. So instead of figuring out how to better budget, they are wondering about a 'mileage' tax. Taxing you for the miles you drive. All those people that they begged to move away from the cities because of congestion two decades ago, would be entirely screwed. Not to mention the sheer privacy violations as now the government would know how far and possibly where you are at all time.
The US Congress has to be the king of putting band-aids on bullet wounds. You would hope someone in there had a brain, but apparently not. The USA ineptitude working hand-in-hand with PM Brown's agenda of a "global world" (mainly because England has fallen off the map since the Revolution equals just a huge colossal failure.
Just read this quote and say "Welcome to your shitty socialist country":
The report recommends moving to such a tax, which would mean equipping cars and trucks with a device that uses GPS technology to track the number of miles driven and compute the tax owed. The amount could be adjusted to charge more for travel during peak traffic hours.

The world may be coming to an end, because I completely agree. "Thanks for finally buying a car that gets better mileage, but now our tax revenues are down because you bought a Prius. Too bad for you."
