We need to stop paying the Federal Government, anything.

Federal taxes, these things should be outlawed (in fact some readers of the Constitution offer, they already are). Instead of Federal wide taxes on individuals, why not a State execution of funds it chooses to allocate to a "Federal" body for certain elements in return: Defense, Inter-State Commerce Regulation, Defined Currency, National Trade. The Federal Government is awash in power and money, things that are equally bad in all proportions. The Founders of the United States had one thing in mind, States rights, not a Federal Governments - that's why it took them a while to determine how you 'lead' such a thing. States were given all rights aside from the ones explicitly called out to the Federal body. It's time we go back to that.

States should determine how much they are willing to give of their 'GDP' to the Federal body, once they agree on that percentage, that is it. Let's say all States decide that 22% of their GDPs is efficient, then there you have it. No budget mess at a Congressional level, no Federal taxes on anything, simply put, the Federal Government would received only the budget that the States deemed fair. You remember States, they are comprised of local officials based from municipal backgrounds in most cases, far closer to a constituents way of life than a member of Congress.

The Federal government has a purpose, and it was well outlined. They are to provide for the common defense (aka: Armed Forces and Intelligence to support them), they are to provide a common currency (aka: US dollar, where as if this didn't exist we simply have States making their own money with no way to equate 1:1), provide inter-state/national trade - help create State to State agreements as well as States to Nations, Constitutional Law (aka: Supreme Court) - something to weigh in should States disagree. After that, all other boards, panels, agencies, programs, should be null and void.

It's time the power went back to the people as the Constitution intends.
